Out-of-turnpromotions LHC seeks steps taken to implement SC verdict

LAHORE: The Lahore High Court on Friday directed the registrar of the court to submit a report on steps so far taken for the implementation of a Supreme Court judgment against out-of-turn promotions.
Assistant Registrar Muhammad Akmal Khan filed the petition alleging that many employees of the court had been holding seats or posts in the leverage of Rule 26 of the L HC establishment rules.
The petitioner also claimed that he had been waiting for his promotion for nine years.
Justice Muhammad AnwarulHaq admitted the petition for regular hearing and directed the LHC registrar to submit a list of employees who had been granted any benefit under Rule 26 of the high court establishment rules till date, in any manner, including employment, deputation, promotion, post up-gradation, absorption, or had been granted any other benefit including additional increment etc.
The judge adjourned the hearing till May 30 and also directed a provincial law officer to assist the court on the matter.
The petitioner through his counsel argued that he was not given promotion despite that he had been serving the L HC for 24 years.He alleged that some other officials were promoted who had earlier been appointed under rule 26.
He also alleged that appointments under rule 26 were in fact out-of-turn appointments and their promotions had the same status. He said this practice was a violation of the SC judgment.
The petitioner asked the court to stop further appointments, inductions and promotions till decision of his petition.
He said a judgment of the Supreme Court passed against outof-turn appointments/promotions at the Islamabad High Court should also be implemented at the L HC.

Counsel of PAT urged the court to issue arrest warrants of the police officials for not attending the trial proceedings. He also told the court that the petitioner had been facing harassment at the hands of the police officials summoned by the court.
